Program & Contracts Supervisor - Community Services for Families

General Responsibilities

Under the interim supervision of the Executive Director, provides contract oversight to the Community Services for Families program. The Community Services for Families programs provides a wide array of services to prevent child abuse and intervene with families affected by child abuse and family violence. Services include home visiting, parenting workshops, home-based parent development, case management, kinship care services and foster parent support. Ensures contract compliance (programmatically and fiscally). Serves as a liaison between the component, the community, the County of San Diego - Health and Human Services Agency and additional funding sources. Assists with the development, maintenance, evaluation, and reporting of the services required under the Community Services for Families contract. Oversees quality of service and contract compliance of subcontracting organizations. Provides direct supervision to program staff.

Specific Activities

Provides supervision and direction to North Coastal and North Inland Community Services for Families (CSF) Parent Educator, interns and volunteers in a culturally competent manner.
• Participates in CSF Collaborative staff training, including identification of training needs and coordination of training opportunities to provide for ongoing professional development.
• Coordinates staff Quality Assurance Review to insure data quality and contract compliance.
• Oversees activities of CSF Collaborative partners including negotiating subcontract renewals.
• Insures program contract compliance/reporting as required for verification of service delivery.
• Updates and maintains case forms, manuals and procedures to comply with program contracts.
• Responsible for monthly data collection and generating reports.
• Conduct collaborative activities with HHSA Agency staff and community partners.
• Facilitates regularly scheduled CSF Collaborative, staff and supervisory meetings.
• Reviews and authorizes payment of subcontractor invoices.
• Staff recruitment and training.
• Participates as part of agency’s Management Team.
• Responsible for Fiscal aspects of WRAP funding
• Assists with the development and maintenance of the database program for contract reporting.
• Responds to inquiries and grievances regarding the CSF program.
• Responsible for ongoing program development to ensure continual improvement to meet proposed family outcomes.
• Participates in agency and community meetings as required.
• Participate heavily in grant writing activities related to CSF Program services
• Insure effective delivery of CSF Parent Education services
• Assist in the absence of Director of Social Services and CSF Regional Coordinators
• Conducts community outreach and arranges for MOAs and MOUs to further meet CSF goals.
• Works with fiscal staff to insure program operates within budget and all available funds are claimed legitimately.
• Collaborates internally to insure non-duplication of services & the provision of comprehensive services.
• Facilitates segments of bi-annual Social Work Program Training

Compatible with the agency purpose and philosophy to enhance the positive quality of life for individuals, families, and the community in a manner that is culturally sensitive to the population being served. Knowledge of Human and Child Development, Structure, and Movement. Ability to work independently while focusing on multiple priorities and meeting required deadlines. Must have strong solution-focused skills, be highly organized, and have strong written and verbal communication skills. Above average computer skills. Must have 2 years prior experience as a supervisor and experience with contract compliance and implementation. M.A. in social services field required (M.S.W. preferred). Ability to pass pre-employment background check.

Salary Range:

Full Time $22.12-24.33/hr. plus benefits according to the Personnel Policy Manual. Exempt position. EOE.
